This is a Paddock Pals-size/scale (about 4 1/2" tall), blue roan tobiano pinto Breyer "Spotted Drafter".  This cutie was produced 2003-2005 from the Clydesdale mold.  Aside from a couple of small shiny marks, he's in excellent condition.  P
