LIONEL PRE-WAR LOCOMOTIVE & Tender 204 set needs restoration

Up for your collecting and operating pleasure is this pair of pre war Lionel steam locomotive and tender. Up front, I am not expert on Lionel trains and can only give you what is in front of me. These items came out of a storage locker, so I have no history. They were obviously enjoyed by the previous owner and put away for years. When I started  looking at the locomotive, I noticed that the last set of wheels might be missing. There were two sets of extra wheels in the box, so I temoparely bolted a set on for the pictures. You be the expert as to whetehr or not I got it right. I did notice that there are a couple of wires hanging underneath and on the side that may be broken. That is why I am saying "Needs Restoration". I'm only guessing at the model of the locomotive. The tender has an ink stamp of 6654W on the bottom. No numbers or marking of model number on the loco.
