Vintage Realistic TR-3000 Three Motor Three Head Logic Control Reel To Reel

The unit powers on and all buttons seem to work. The fast forward and rewind work fine. When you try to play with the reel on it will not play. It will try to start and then not play. When the reel is removed and play is pressed the play feature seems to work. I am not sure what the issue is or how to fix it
Previously used with some marks from wear as shown in the pictures
