Vtg Metal KEYSTONE lapel PIN PA Game Commission State Police Railroad Don't Know

I have not been able to identify this lapel pin.  It is non-ferrous metal and the keystone shape leads me to believe it is for a Pennsylvania company, department or commission.  The brass back screws on.   If anyone knows, I would really appreciate a tip.
I ship only in the U.S.  Buyer pays First Class Postage.
I am sorry but eBay requires sellers to provide tracking so postage for small items is sometimes higher than it would be if tracking was not required.
